How to use the Table of Contents

To browse the Jacobsens Website using the dynamic Table of Contents first click on the Contents button found in the left navigation frame.

You will now find a list of Sections and their titles displayed on your screen. Sections which have a clip board icon next to them contain Section Notes. To view these simply click on the icon and a new window will open up displaying the relevant notes.

To view Chapter notes you will need to open up the relevant Section drop down menu by clicking on the file icon  . Once the list of Chapters appears on your screen follow the same procedure as above, selecting the clip board icon to open up a new window with the details of the selected Chapter Notes.

You will note that there is a final drop down option once you have selected the appropriate Chapter. By selecting this you will bring up a list of the Main (4 digit) Tariff Headings that are relevant to the selected Chapter.

Searching by Tariff Code

To search by Tariff Code select the appropriate option from the left navigation frame. Type in the Tariff Code you want to look up and select the effective date from the drop down menu on the right. You will be able to look up Tariff information as far back as 2000. You can then select the search button to bring up the appropriate Tariff information. Alternatively select the reset button to reset the information on screen to current.

Once you have selected search you will find the Section, Chapter and Tariff information appearing on screen. The following Tariff information will appear in tabled format:

  • Tariff Heading and appropriate subheadings
    (NB in order for all Subheadings to appear on screen you will have to search for the 4 digit Tariff Headings);
  • Check Digits (CD);
  • Article Descriptions;
  • Statistical Units;
  • the various rates of duty that apply
    (ie General, EFTA, EU and SADC); and
  • the Jacobsens reference number which can be used to trace the Gazette details of the amendment implementing changes to that particular Tariff Code.

A yellow clip board icon indicates that there are notes to that particular Section, Chapter or Tariff Code. Simply click on the icon to open a window displaying these notes.

The symbol denotes that there is historical information relating to that code. To display the historical information click on the   symbol. You will be returned to the Search by Tariff Code option and the Tariff Code will automatically appear in the search field. Change the date to that which you require, then click on search. The tariff code applicable at that date will be displayed.

You will also have access to all additional information relating to that tariff under the categories listed below:

1. Other duties & levies

  • Specific excise & customs duties
  • Ad valorem excise & customs duties
  • Fuel levy
  • Ordinary levy
  • Anti-dumping and countervailing duties

2. Industrial rebates of customs duties

  • Goods used in the manufacture of other goods
  • Goods used in the manufacture of other goods not for export

3. General rebates of customs duties and fuel levy

  • Specific rebates of customs duties
  • Temporary rebates of customs duties
  • Goods temporarily admitted under rebate of customs duties
  • Rebates of fuel levy

4. Specific drawbacks and refunds of customs duties and fuel levy

  • Specific drawbacks of customs duties
  • Refunds on customs duties of goods exported in the same condition as imported
  • Miscellaneous refunds of customs duties

5. Prohibited goods (Details available shortly)

If there is information relating to that category then a green tick will be displayed beside one of the subheadings in that category. To access the information click on the green tick . To close this additional information click on the X at the top right hand side of the table.

An red cross indicates that no additional information is applicable.

The symbol denotes that there are Rebates or Refunds applicable to additional duties or levies. To access this information click on the symbol.

The icon denotes that there is general information pertaining to a range of tariff codes including the selected code. To access this information click on the symbol.

Searching by Keyword

To search by Keyword select the appropriate option from the left navigation frame. Type in the Keyword that you want to search and select the appropriate effective date. This will bring up a list of Tariff Codes that make reference to the Keyword that has been entered.

You can now select the appropriate Tariff Code, simply click on it to display its full details, which will appear in the same format as when searching by Tariff Code.
